I do all my trading in a Fidelity IRA account. They won't
allow me to short stocks. Is there any place that does
(in an IRA)?

I don't believe it can be done. However there are several short funds like the Rydex funds that allow you to go short the market with or without leverage.
One of the Rydex short funds gives 2X leverage.
The problem with these is that you can open and close positions only at certain times of the day.
With a restriction like this it seems that well planned longer term trades would be best. JMHO
