How do I word a filter/backtest if I want to find the top or bottom # or percentage of a criteria?

And when you do, does it filter the original universe, or the new universe composed of stocks fitting all prior criteria in the screen?
(So price >5, low pe 30 stocks; would it pick the low pe 30 of those over $5?)
