So would adding the line "and RSI(2) is below 50" help to reduce the list of stocks to a more reasonable number and give stronger (possibly) stocks to pick from?

If he said he prefers an entry point when RSI(2) is below 50, it would make sense to add that line to test the strength of the statement. I don't think by what he said you would want to consider an entry point nearing the top of the RSI chart IMO. Thanks
