Rated on what basis? High annual ROI? High Sharpe Ratio? Low volatility?

If you're looking for high ROI etfs, you can probably find good candidates here using a filter such as:

Fetcher[
etf
close gained more than 50% during last 6 months
]

Adjust filter parameters to your objectives. Keep in mind that funds or etfs that are coming off record periods of returns may not necessarily post similar results in the future.

If you're more interested in ranking based on fundamentals, Sharpe or other factors, you might need to use a different site.
I believe that Morningstar does a lot of fund rankings. They may cover ETFs as well, might be worth checking out.
