Is there a limit to the number of user variables in a filter?

Not that I am aware of, but there is a limit to the number of nested user variables you can use before you need an advanced subscription. A classic example is how SF forces you to average values - you need to add them one at a time sequentially and then divide, which uses up a LOT of nested variables if you are not careful.

No reasonably well-coded system should ever hit that limit, however. If you hit that type of limit you probably are making things too complex for your own good.

Kevin, Thanks, I'll just keep going until the bell rings. My coding is not very elegant
