What is the difference between RSI(15) and Smoothed RSI(15,3)?

The RSI(15) already takes into account UP and DOWN activity for the past 15 days. How do you smooth that number with a 3? Example, please. Thanks.

Here is an example to clarify the meaning:

Fetcher[
price equals 1
and draw RSI(15)
and draw Smoothed RSI(15,3)
and draw CEMA(RSI(15), 3)

]

compare CEMA and "smoothed RSI" on the chart. If you are looking for a simple moving average change CEMA to CMA.
