Billy(93) > -54 (below is weakness short the bounce)
Billy(93) < -17 (above is strength stay long)

(-39 to -54) gives you the black hole(don't trade in there or high risk)

2. Do you find that "Billy" works on daily and weekly and intraday time frames consistently?

3. May I ask where you found "Billy" or how you created Williams %R(93)?

Billy is used for trend, don't use for bottom picking it's too unreliable, try RSI_ema when you find the right period it will look exactly like Billy93, will be excellent for bottoms... keep playing you're on the right track. You can also try Billy41 or Billy8 depending on your time frame or try combination slow and fast for pullback within a trend. The chart I normally post here is Billy but I think you already figured that out...nice!!!
