For new 60 day highs:

Fetcher[

high equal high 60 day high

add column high 60 day high
]

For stocks crossing above their 60 day highs

Fetcher[

close crossed above high 60 day high

add column high 60 day high
]

For stocks closing above their 60 day highs

Fetcher[

close above high 60 day high

add column high 60 day high
]

Wasn't quite sure which one you really wanted.

MAY ALL YOUR FILLS BE COMPLETE.

First time 60 day highs? If this is what you like also take a look at the fine work people have done with upper bb breakout filters.

Fetcher[count(close reached a new 60 day high,60) > 0 and count(close reached a new 60 day high,60) < 2 and close reached a new 60 day high]
