Can someone give me some insight in coding a filter that buys a specific stock when an index is a % above its last week's close.

What I'm trying to back test is Ned Davis' 4% Model. Where a buy signal is generated when the Value Line Geometric Index (VLG on SF and XVG on Stockcharts.com) is 4% above its last week's close and a sell signal when its 4% below its last week's close.

I'm wanting to see how this does with buying the SSO and SDS with this trigger.
