Is it possible on Stock Fetcher to creat a filter to find stocks breaking out at a certain time of the day (current trading day)???

No - Stockfetcher mostly uses end-of-day data. You can have delayed intraday data but if you are trying to build and test an intraday system I would suggest you try another service (www.freestcokcharts.com will give you free intraday data but is not set up for backtesting).
